On Friday, September 26, in Moscow, the House of Unions hosted a round table of the Communist Party faction in the State Duma “From the era of robots to the era of man. Artificial intelligence and socialism”. Chairman of the Central Committee of the Communist Party of the Russian Federation G. A. Zyuganov took part in its work.

Also present at the round table were members of the Presidium of the Central Committee of the Communist Party of the Russian Federation N.V. Kolomeitsev and N.V. Arefyev, secretaries of the Central Committee of the Communist Party of the Russian Federation I.N. Makarov and A.A. Yushchenko, members of the Central Committee of the Communist Party of the Russian Federation V.I. Sobolev, L.A. Zyuganov and Ya.I. Listov.

The scientific forum was opened and led by G.A. Zyuganov. He addressed the audience with a welcoming address. The Communist leader outlined the problem to which the round table was devoted, and also wished its participants fruitful work.

 

G.A. Zyuganov:

— In my opinion, this topic is requested not only for the round table. It should be discussed at the State Council, the Parliament and the Government. If we do not respond to the challenge posed by the NATO and Anglo-Saxons, who declared war on the Russian world, we will not be able to cope with the tasks that the President formulated in his message. The main thing in it is to move forward decisively. To win, to liberate Ukraine from Nazism and Bandera, and to do everything to unite society and master the latest technologies. Moreover, three years ago Putin said that capitalism has reached a dead end and new solutions must be sought. The topic we are considering today allows us to find them.

First of all, we must start from the great Soviet era. It was she who left knowledge, education, science, culture, and industrialization to man. This is what allowed us to overcome the gap in a matter of years. Peacefully, at the congress, to bring together the country in the form of the USSR. To create the base that ensured a sure victory over fascism. There was still a Civil War going on, and Lenin had already created more than 30 scientific research institutions and institutes. A commission was formed to combat illiteracy and homelessness. Appropriate programs were being developed and textbooks were being prepared.

Back then, we relied on the best achievements that brought up a Soviet person. The centenary of Pushkin’s death in 1937 was celebrated at the Bolshoi Theatre, with the participation of all the best forces who perfectly understood that Pushkin’s poetry, the Great Russian Language, was a planetary achievement. After the war, in the 1950s, despite huge losses, we managed to invest huge amounts of money – every fifth ruble — in education and science.

It is no coincidence that exactly 70 years ago, in 1955, Sergei Korolev launched the world’s first ballistic missile, the R-11. It was a product that had already been created by automated systems and the best mathematicians, specialists and programmers. At the end of the Soviet era, in 1988, the reusable Buran spacecraft was launched. This is the best product that combines all the most modern technologies at that time. The Buran circled the planet twice in automatic unmanned mode and was landed on the takeoff pad with an accuracy of 30 centimeters in a strong crosswind. When the Americans saw this, the director of NASA sent our specialists a congratulatory message with just two words: “I take off my hat.” And when I happened to attend the joint launch of our astronauts and Americans, his successor– also the head of NASA, turned out to be next to him. I asked him what distinguishes our cosmonautics, and he said: Soviet cosmonautics was ahead by 15 years. Your top—class engineers, your mathematicians and programmers are setting the tone for the entire planet today.

It is fundamentally important for us to rely on the unique Soviet experience when considering such a problem. Our tragedy of the 90s lies in the fact that those who betrayed the country, the Soviet government, who shot down Parliament and began to obey “Uncle Sam” and the CIA, who sold off property at a price of less than three percent of the real value – all of them were primarily guided not by national interests, but by their pockets and treacherous psychology.

Next to them, destroyers were operating, which were killing the world’s best Russian-Soviet school and advanced science. When Fursenko and Livanov brought to our Duma a proposal on education reform and basic subjects, I was simply shocked. There was nothing there that shapes scientific thinking and a well-rounded personality. And without that, a person will not make any robots work properly. There was no mathematics, no physics, no chemistry, no biology. There was no literature, history, or social studies. There was nothing there that formed a citizen. They brought education for a colonial country, where they were supposed to train not a creative person, but a serf obedient to the overseas will.

Thank God, we managed to overcome this, but far from completely. Our team consists of talented people who know education and production brilliantly: I.I. Melnikov, V.I. Kashin and N.V. Kolomeitsev, Yu.V. Afonin, D.G. Novikov and S.E. Savitskaya, O.N. Smolin, N.A. Ostanina and all those who themselves went through a huge educational school. But so far our law “Education for all” has not been adopted. Although the government uses some of its fragments.

I have today’s newspaper, Sovetskaya Rossiya, in my hands. I would like to draw your attention to something that we will not get anywhere without, neither in robotics, nor in the field of human development, nor in the development of artificial intelligence. Look at what investments the ruling party has made in education over the past 20 years. In 2006, they accounted for about 5% of the budget, this year they turned out to be the lowest – 3.8%.

Let me remind you that in 1943, when the Nazis were stationed near Moscow, we invested 6% in education. And when we defeated the fascists on the Orel-Kursk bulge, a special decision was made at the highest level to create Suvorov and Nakhimov, craft and vocational schools. They gave children who were left without parents the opportunity to get decent housing and food. To replenish the engineering and working class with well-trained specialists. In the 50s, we managed to invest every fifth ruble in this area, which gave amazing results. We have created nuclear missile parity and have become the safest superpower.

In Moscow alone, there were 15 machine tool factories. We manufactured the first automated lines and supplied our software-controlled machines to all countries of the world. When I visited these factories, I saw boxes with inscriptions: “to Japan, to Switzerland, to Germany” – we knew how to do all this. And Zelenograd had the best institutes, the best factories, which produced 26% of the world’s electronics. When I arrived at the factory where submarines are made, there were not a single foreign product on it. And everything on the spaceship was of our own production. And now the situation is extremely difficult. In recent years, we have not produced our own phone, car, or airplane.

I want you to watch my talk “Challenges of the time require a change of course!” It was published in Pravda and Sovetskaya Rossiya. In it, I recalled that President Putin had proposed extending the strategic offensive arms treaty. We agree, because two generations have invested a third of the national wealth in national security. But I have noticed that Americans will listen to you only if you are successful, smart, strong and strong-willed.

Trump barely managed to become president, and a week later he signed a decree on the creation of the Golden Dome. This system is estimated to cost $830 billion. It should completely devalue our nuclear missile potential by launching hundreds of satellite systems into space, which in a robotic version will burn everything at launch. At the same time, they are going to allocate 500 billion for artificial intelligence. The Europeans have already invested 170 billion in unleashing the war in Ukraine. And they continue this criminal policy against the Slavic world. At the same time, Trump forced NATO members to spend 5% of GDP on weapons.

Therefore, in order to win, compete, and compete, you must understand that you must have comparable potential. At one time, every third passenger in the world flew on our Silts and “carcasses”. We have produced fifteen hundred aircraft at fifteen aviation plants. And now 8 out of 10 planes are foreign. They don’t even supply spare parts for them. And no one was responsible for this outrage.

And about artificial intelligence. I watched Elon Musk’s conversation with Tucker Carlson. It is very interesting and instructive. Carlson asked Musk a question: are you involved in artificial intelligence — what should we expect? And the answer is: if you put deceitful and destructive algorithms into the program, then humanity will perish. Musk gave two examples. Who founded America? Given that the Democrats desperately needed the votes of African Americans and Latinos in the elections, they put information into artificial intelligence that the founders of the United States were supposedly black. The second question was asked: what did the Waffen SS look like during the Second World War? In response, a dark-haired and dark-skinned SS man appeared on the screen. If you teach and educate a new generation on this, then you will raise freaks and morons!

There is another very acute problem. I advise you to watch the conversation of Natalia Kaspersky, in which she warned: No one knows yet what will happen to children as a result of the massive introduction of artificial intelligence. Their memory narrows, their imagination disappears, and a person cannot add two-digit numbers in their mind. As a result, he is unable to concentrate and comprehend problems in depth. An entire generation is being degraded. All this will be managed by a narrow group of people who will dictate their terms to you. If the scoundrels do this, we will get a planetary concentration camp worse than Hitler’s.

The Anglo-Saxons and NATO members are openly trying to dictate their terms to us now. Therefore, we must all understand that if we do not consolidate society, change the financial and economic course, and eliminate the destructive banking rate, production will stall completely. The pace of economic development has already collapsed from four percent to almost zero. If we start to get out of the crisis by raising taxes, de-energizing the social sector, imposing taxes on the pockets of impoverished citizens, and if we continue to withdraw capital beyond the cordon, we will be defeated.

Therefore, we will have to consider the budget through the prism of what our team insists on. Academician Kashin, Afonin, Novikov, Kharitonov, Kolomeitsev, Grudinin, Kazankov, Sumarokov have prepared a Victory Program and a development budget that is ten trillion more than what was submitted to the government. We formed it after holding three major international economic forums in my homeland, in the Oryol region. We have created very effective national enterprises. They do not take a penny from the state and show the best results.

You can congratulate us: for the first time in history, the best harvest was not obtained on the Kuban chernozems or on the magnificent lands of Voronezh. It was obtained on the Orel podzols and sandy loam. The average yield in the region is 52 hundredweight of grain per hectare. And the wheat named in my honor “Zyuganovka” produced the best harvest in the world -185 quintals.

Unfortunately, United Russia has little interest in this unique experience. But we are obliged to study, develop and actively support such practices. Fight Russophobia and anti-Sovietism more vigorously. Build on the outstanding experience of the Soviet Power and the Chinese breakthrough into the future. The world of the future is unthinkable without the latest technology and justice.
